I got it working somehow eventually.
I uninstalled the the CL-Eye-Driver-5.0.1.0520, then installed older version PS3Eye Camera Setup v3.0.0.0901 (which wasn't working).
Installed then CL-Eye-Driver-5.0.1.0520 again over the v3.0.0.0901.
Now I can two PS3Eye in Freetrack (one for newest driver, second for old driver).
And in older driver the stream settings is ok and new driver respect the change made there.
It's weird, but I can run Freetrack with latest drivers on 60 FPS or choose other resolutions as well.
