Never mind, turns out my USB port decided it didn't want to work temporarily lol (you never know with a 5 year old computer).

Download d3dx9_33: http://www.dll-download-system.com/dlls/d3dx9_33.zip

and unzip the dll to your \windows\system32\ directory !
