The topic subject is a bit misleading? are you asking about measuring electrical properties of LEDs, or physical dimensions of the frame (distances between LEDs).
I guess you are asking about dimensions.
What you can do is to take several photos of yourself wearing cap and holding ruler (frontal and side photos). After some processing on imaging software (e.g. photoshop) you can get precise dimensions.

this post to get the idea
